" The development of society" is general, while "game contents need to upgrade" comparatively specific. Is this sentence coherent?

There's missing context here, but I do not find the sentence by itself coherent.

Are you speaking of video games?
Are you asking whether the content of such games should reflect changes in society's values?

Yes, it is video game.
It is not my sentence. I found it in my reading, but I am not sure whether it is coherent or not.
