Time doesn't really develop; it passes. Situations develop. You could say, "As things developed as time passed, ...

The sentence is prolix, makes a specious reference to 'unhealthy food', and contains a grammatical error.
Higher sugar consumption has lead to an increase in dental caries.

Passage of time sounds about right, you could also use "as time goes by" given that time does not develop.
