Does a typical hot water heater tank use much electric when it's not being used and is just maintaining the water at 140 degrees?

The age of the water heater makes a difference too in electric usage. I had an old water heater with sludge build up inside that drove up my electric bill by $40 a month. When I bought a new water heater, I saw the difference. To reduce my bill even more, I started to use a timer to turn on the heater at the times I needed hot water and stay off when not needed. For me it is only 2 hours a day. The water in the tank stays warm enough for the rest of the day.

Speaking of being frugal, I wash dishes daily. About an hour before showering, and the shower is nice and hot.
