English-speaking people hardly say "it is not hard to judge ---". Could you please explain? Thanks!

It is not hard...
“Hard” means “difficult “

Why did you use “ hardly say”?
Did you mean to say “don’t often say”?

You're probably not realizing that hard in this context is an English language idiom that doesn't have an equivalent in the OP's original language.

I can see part of his ... confusion given he uses hardly (rarely) in the same sentence as hard. Minor word ambiguity to non-English speakers perhaps?

Thanks! I googled Corpus, and found no "it is hard to judge---".
