Why was "Oliver!" (1968) Rated G?

Why on Earth was "Oliver!" (1968) rated G? It dosen't look like a G Rated Movie. It looks more like PG. I know it couldn't have been rated PG since there was no PG in 1968 but why wasn't it given a more stringent rating?
