Adding a 2nd water meter to compare to water companies reading?

Is it feasible to add a 2nd meter after the water companies meter to track water usage?
Live in a rural area and we are stuck with a coop water company and with really poor water quality, random outages, and boil water notices it seems to many of us that the amount of water we use is a lot less than what we are charged for.

Every household in our small city pays a minimum, about $55 per month for water and sewer. In August I usually pay more since I water a lot.

How are you billed?

@sdsullivan,
Do check with the coop first. You will have to shut off the water at the meter, and in my town that requires a permit, even for licensed plumbers. I'm not going to look it up, but I recall the fine was significant.

@roger,
Can't you shut it off behind the meter?
(Besides that, we have "private" meters in any apartment/flat here, even the central heating system has an own "private" meter)

@Walter Hinteler,
Sure you could, if you already had that secondary shut off valve installed. I don't believe that's common with separate houses.
