In British soccer the clubs that are not good play in a division themselves, they don't even play the good clubs and therefore have no chance of winning the championship. You have to play in the first division to even have a chance to win the championship. Therefore, "stranded in the second division" means you've done so badly that you have no chance to emerge as a winner now. You have to first work your way back into the first division, then you get a chance to win something.
It's sort of an official designation that you are not good.

Doesn't 'Not trying' negate the ability to vanquish the thought?
