what does it mean when a guy says he feels guilty for falling in love with you because you deserve better

I think you should ask him. But, it doesn't sound like he has very high self-esteem.
It was probably intended as a compliment.

It means he has low self esteem.
He won’t be a good boyfriend. You will constantly have to reassure him that he deserves you. Very needy and boring behavior
