I bought apartment in 2015.
The apartment was not registered after 1 month as I expected.
I asked my lawyer and he said that he is withholding 5% of the price not paid to seller.
He said this is due to some maintenance happening in the building and he want to make sure the seller pay for it.
This has been the case since 2015.
What are the risks involved in such situation.

What does "registered" mean? Are you talking about a deed that needs to be filed?
