What are "regimental subscriptions"?

Again, it's from the Good Soldier, the book I'm translating (into Chinese).

The whole sentence is as follows:

Still, he may have had five hundred pounds a year English, for his menus plaisirs--for his regimental subscriptions and for keeping his men smart.

"He" is a military officer and here the author is talking about what his wife gived him a certain sum of money for.

And, while you're at it, pleas also tell me if I'm understanding the last part of that sentece correctly by putting that it means he spends some money to buy clothes and stuff for his soldiers. Thank you!

@Yang1130,
For "regimental subscription", see the following (last two paragraphs)
http://www.army.mod.uk/infantry/regiments/29503.aspx

As to "keeping his men smart", I think you understand this correctly.
