They both can be.
'A' (or an, if it's used in front of a sentence) is an indefinite article. It usually refers to a nonspecific specimen of a bigger list of similar things. Germany is a country. Dogs are a kind of pet. Pink is a color.
'The' is a definite article. It refers to a specific item in a bigger list of similar things. France is the country where I used to work. The first pet I ever had was named Happy. The prettiest color is green.
