Workover options in the presence of broken clamps/string behind tubing

Recently, we attempted a completion pull-out on one of the old wells, but observed that the heater string (Coil Tubing behind completion tubing for hot water circulation) and the clamps (used for clamping the heater string and control lines) were missing. We managed to pull out a few joints only, as we observed high drag and overpulls, and have consequently suspended the operations. We expect the clamps and heater string to be broken and fallen in the tubing-casing annulus. There is a production packer installed in these wells. We have a few more wells lined up for workover and would like to have some suggestions regarding the approach for workover in such wells. Anyone with similar experience?
