Someone sent me a friend request several times in the past and I kept ignoring it. One day I finally hit delete. I was told the Add Friend Icon on my page would disappear for them and they’d be unable to send another. That was about a year ago, but I just got another request from this person??

either you were given bad info, or FB changed that aspect of the software...
if you don't want them sending you any more requests, you can simply block them...
