Why does my brother stand beside my parents bed just watching them at night and he doesn't even remember or partially remembers it?

Sleep walking. Not unusual.

Biggest concern is that he doesn't hurt himself. Just lead him gently back to bed. Don't try to wake him or yell at him.

Quite likely - how old is he? This is common if he is a child or teen. As you get older you tend to grow out of it. I have slept when I was young quite frequently. Even as a young adult I had slept walked (and talked)- last noted time of sleeping walking though was when I was in my early 20s, walk downstairs complained some nonsense to my parents and walked back up to bed.

Since moving on my own I haven't been told I slept walked - Doesn't mean I haven't since - just no one has noted it.
