so where is this passive come from? because there is no BE+PASSIVE form

In this sentence, "needed" is an adjective. It answers 'what kind' of perspective.

Here's another sample:
The child received a much needed spanking.

But, ' there is no BE+PASSIVE form' leaves me a bit in the dark, with no apparent purpose or goal
