I am unsure how either the Articles of Confederation or the Constitution relate to the question of how many nukes we need to feel secure.
At a minimum we need enough so that if someone launches a devastating nuclear attack against us we can:
a) annihilate our attacker, and
b) still have enough left over to threaten annihilation to everyone else who might wish to launch a devistating nuclear attack against us.
It is also useful to maintain parity with the arsenals of enemy powers.
