Distance from the Earth is only part of what prevents Earth's water from boiling into vapor, blowing away, becoming ionized into protons and oxygen ions, etc. If Earth's mass/gravity was less, or if its rotation was faster, the boiling point of water at sea level would be lower. If it was farther from the sun, the lower boiling point might not matter because dimmer sunlight would prevent the water from boiling/evaporating.
