Electrical Problem

I am having a problem with my electrical supply. I am losing power on the L2 side supply to my Breaker Box in the home, without any breakers being tripped. I go outside to the main breaker box and check the supply from the power company. The voltage is there on the supply side of the 200 amp breaker (L1 to Ground 120v, L2 to Ground 120v, and L1 to L2 240v), but L2 is 0 volts to ground and L1 is 120 volts on the output side of the breaker. The breaker is not tripped. And then in a short time ( 10 minutes to one hour), the power comes back on to L2. If I lose power to L2, why doesn't the breaker trip?
And what may be going on?

@Tom Cope,
A clamp type ammeter may tell you if you have an excessive load on L2. Use it when you have power on that line. Then you can trace it to whatever appliance giving the problem. Otherwise, you may have a failing breaker box.
