I am reading a book, under present continuous tense it says the second sentence is correct while on other hand comparing to present simple it doesn't say anything. I want to know can we use the first sentence also? Is it grammatically correct?
Tim is never satisfied, he always complains
Tim is never satisfied, he's always complaining.

Both sentences need a punctuation mark to separate two complete thoughts.
I suggest:
Tim is never satisfied; he always complains
Tim is never satisfied; he's always complaining.
The verbs are:
he / complains
he is complaining
