It depends on the root certificate. I have personally created a root certificate. I wouldn't expect anyone to trust it.

Do you know what the Equifax certificate is used for?

Even if the Equifax roor certificate were being widely used, I don't see how it would have anything to do with the recent hack. But you haven't even given any reason that this is even noteworthy.

Sure. So far you have the name "Equifax", a page showing a root certificate that expired 7 years ago and a digital certificate provider named GeoTrust.
