can anyone explain to me why

Without any context, no one else can, either. Try adding more of the paragraph.
It's a cryptic crossword clue. They include hints. A revolutionary is often a RED; something like 'coming back' means reverse the letters - DER, this then 'eats' (surrounds) a pub (an INN) and 'grub' is British slang for food, thus D INN ER.
