ok, what exactly does a tablet do and how do they work?

I get the impression they are for surfing the net (nevermind about games, music downloads).

Is the advantage that you can be anywhere and pick up a close by wi-fi signal so you can look something up on the the internet?

If you buy a tablet, and are going to use it at home, do you have to add it to your computer service and pay more money, or does it just pick up the wi-fi, like netflix does?

If you are out and about, does it just pick up wi-fi signals, or is there a wi-fi card included, or what?

In other words, if you buy one, are there any other additional monthly costs?

They can be like a bigger version of a phone or a smaller version of a laptop or desktop computer. It's really in the model and how you use it where that matters.

We have a Surface (it's a few years old) which is a lot lighter and smaller than the laptop, but it still has MS Office. I have gotten work done on it that is utterly impossible to do on my phone. It's a good option if I am traveling alone or if my husband and I are traveling together and we anticipate we will both want to use computers.

Wifi etc is a cost just like for any other computer or phone.

If you already have wi-fi in your house, you can use the tablet to connect to the Internet without extra cost.

A good tablet can be used for drawing like a traditional sketchbook or artist pad. The screens are touch sensitive and you'd use a specialized stylist for the drawing instrument.

Most web artists use them for their jobs.

Unanswerable considering no one here knows where you live or what kind of wifi or data plan access you have.
