Is it disease or just bug eggs

I have noticed purple-reddish spots with yellowish-brown centres that look like blisters on leaves on some of the plants in my front yard. when you turn the leaves over the back is reddish and has what looks like white spots under a film of some sort. I am wondering if anyone knows what this is and could tell me so i know for sure that would be awesome.

Hard to say. Probably bug eggs. What kind of plant is it? You might have to get out your magnifying glass and cut one of the blisters open and see if there are eggs or baby bugs inside.
