Ship At Sea - Antique Watercolor

I am hoping that someone is familiar with the artist who created this piece. The piece seems to be signed in pastel by artist "C. Le Noir". I haven't had any luck finding any info on this artist other than the artist Charles Amable Lenoir which this is clearly not work by him. Can someone please tell me if I'm possibly reading the signature incorrectly or is perhaps knowledgeable of who this artist may be? Thank you!
