in the above statement "including" is a modifier so it is refering to a house or to the decorations in the statement?and logically it should refer to which word(house or decorations)?
In that sentence, 'including' is a modifier referring to a previous noun, 'decorations' and that noun's modifier, the prepositional phrase functioning as an adjective, 'of the new house'.
