can "that" refer the antecedent,which is a part of prepositional phrase?
he is one of the students that is participating
so that is refering to "students" but for people we use "who"
You can use 'who' or 'that' for people, but only 'that' or 'which' for things. In US English, you are supposed to use 'that' to introduce a restrictive relative clause.
