India is the only country to _________ experimented with the electronic voting machine on a vast scale?

here correct ans is "have" but why "has" is wrong?

india is a singular verb so it should take "has"?

1. India is a (proper) noun, not a verb.
2. 'To have' in expressions of this type is called the 'perfect infinitive'. It can have the same kind of meaning as perfect or past tenses.

I am glad to have found my soul mate.

She was sorry to have missed the show.

I hope to have finished the job by next Monday.

She seems to have quit the job.

My brother was one of the few people to have seen the car crash.
