If a gunner sets up pictures of this child or that guy at a gun range, wouldn't it be a blatant act of terrorism to shot bullets into your child's picture simply because you hate your children or that guy?
(Note: give another answer than "shooting pictures at a private or public gun range makes more sense than killing that kid/guy". An answer based on the psychological aftermath)
Terrorism is a political definition. What you describe is no more terrorism than assault or child abuse are terrorism.
