Was that a drug deal? As i parked my car up, a guy approached me shiftily and asked for a light, i told him no, it was the middle of the night. Then another car pulled up at the end of the road.
He then went to that car and asked for a light and lit up a cigarette. Seemed like odd behaviour. My street was away from the main roads, why would you wait around for a lighter in the middle of the night like that?
I think it was a drug deal attempt. What can i do to stop this happening on my street?
@Dddude,
call 911 the next time you see it happen...

No! Do not call 911.
911 is for emergencies... like when someone needs medical attention right away or they will die. This is in no way an emergency. We don't need people clogging up the emergency call centers with this type of nonsense.
If you feel you must call the police, there are non-emergency numbers that would be far more appropriate. I would just walk away and forget it.

Not "a guy asked me for a light". Unless it was like in the latest episode of the Twin Peaks return, which is out-and-out fantastic.
Yea, 911 is for emergencies... but police departments have other phone numbers and might be interested.
Bunch of years ago, my then house in my then small city was raised from the ground level by maybe 4 feet, top of the basement, so that when I looked through the window (say, 3 x 6) behind my kitchen sink, I could easily see out. That part of the house faced a fairly busy side street. I gradually cottoned on to the fact that a lot of trucks stopped and parked at the building across that street for something like five or ten minutes. It clicked that this might be meth distribution, not unknown in that town.
That building was usually rented out to temporary hospital workers. I don't know how many apartments, maybe 4 small or 2 larger. The owner and I had talked because I liked one of the temporary tenants' dogs that had often been let out to the small grassy back yard, a corgi I named Sparky (long word for 'barky'). My first ever sight of a real corgi, so owner and I knew each other at least a little, a pleasant introduction.
So, I don't remember if I just saw the owner again or he had given me his card, but I managed to talk to him. He managed to have a cleaner show up, or maybe there was already a cleaner for the apartments, but he put that person on guard. The police were called. The trucks stopped.
I'm mixed on this. If that turned out to be about cannabis, I'd might be embarrassed I reported it to the owner. But my nose took it as another kind of distribution. Not steady, but when it started, it kept happening.
Lesson to be learned if you are a seller or buyer: be sure to look up. None of the drivers ever looked across the street and up to the window.
P.S. Sparky and his hospital worker were long gone by the time of that episode.
In many cities 311 is for non-emergency. You will have to check to see if your city also has 311 for non-emergency.
@Dddude,
Ok. I think you are missing the point of my question. I do not care about the method of communcating the matter to the police. That is not my concern. My concern is... was this an attempted drug deal? Does the scenario that I described sound like an attempted drug deal. It was either a drug deal or an attempted attack/witness intimidation against me...
I recently was hit a a driver, my car was written off. They had no insurance, I believe they are facing criminal charges.
The police gave them my full name and address. So i am worried that this activity was an attempt to attack me. Someone I know said it could have been a drug deal, thus my question.
Advice please?

My advice is put it to one side but keep your eyes open. You don't know enough right now to be sure of anything. Some people who smoke forget to take a lighter or matches with them. They go out for a walk and ask people they see. Or maybe not. We can't tell from thousands of miles away.
@Dddude,
My concern was that the police might be interested. Or not interested at all.
They would be the ones to ask if that could be drug dealing.

This kind of attitude bothers me.
For one he wasn't doing anything wrong.
Two, you are speculating and assuming he's up to no good.
Third the idea that you can dictate what happens on the street in your neighborhood.
It's not like he was at your front door asking and putting his foot in to prevent you from closing the door.
So why assume guilt when the person hasn't done anything wrong?
If it was an attempt to attack you then he had ample opportunity, unless he lay in wait to assault you with cigarette smoke and the burning ember of a freshly lit fag.
Speaking of which, it could be a gay hook-up area, or a drug score (illegal or otherwise).
Do you really think it involves you given that the protagonist went to another vehicle?
Perhaps you should convey your concerns about this entire matter to a doctor.
@Dddude,
something fishy was going on. Either drugs or everyone in that vacinity knows he never carries a lighter. Lol
