I realize that anything beyond 40 work hours per week is considered "overtime" pay (or "time & a half") However, what if an employee works 8 hours per day on Monday, Tuesday, & Wednesday and then works 16 hours on Thursday but does not work on Friday. That would still make a total of 40 hours per week and NO overtime . . . correct ?

Right, unless there is a state law requiring OT in that situation.

For what it's worth, if someone on a bi weekly payroll works 45 hours one week and 35 hours the next, they cannot be averaged. Five hours at overtime is required.
