Weak Neck Muscle

I had contracted Basilar artery deficiency Symptom, Which the muscle lack of oxygen , contract and collapse , press against the blood vessel. The face and back muscle contract but now relax. However, I did not fully recovered, the neck partially recovered,now feel quite loose and soft, and when turning around the neck, there is some cracking sound. What had happened. What to do then.
