when we have to use "to" + "base verb" and when to use "to" + "-ing form"
ex- he went there with a view to find out the truth about yesterday's happening.
so can we use "to finding out" in place of " to find out" in the above sentence?
Yes. 'a view to' is a complete, separate phrase. It's not
a view_____________ to finding out
It's:
a view to___________ finding out
