Antique Japanese Woodblock

Greetings members. I am hoping to get some information from members on this forum regarding this piece. This piece was very intriguing and appeared to have some age to it from the paper it is on. I am not sure who the artist is or what period this is from. I've been told that it is on rice paper but I suspect that is incorrect. I'm hopeful that someone can provide me with information.
