I am the administrator to a Facebook page that hasn't been updated or indeed any activity for over 12 months, today it has received 20 page views. My personal business page which is regularly updated and at present has a paid advert running from it has received 3 page views. How can this occur?

People look at random stuff on Facebook all the time, and the real issue with the page view metric is it doesn't take into account time on page. Hence some or perhaps all of those 20 views could be people accidentally clicking and then backing out.

Thanks for the reply Jespah. Some sort of coincidence for 5 times more people accidentally clicking that page as against a current active one. Surely there is either a valid answer to the question or is Facebook pushing another agenda??

It's no agenda. Facebook has over a billion active users. 5 clicks is well within their margin of error.
