No adult supervision at apartment building

Theres no adult supervision at the apartment building I live at. The kids were in the alley way saturday jumping off the dumpster on to mattresses but almost hit the pavement. And they throw glass beer bottles off the 4th floor deck. Where are the parents and no mangement. And the people above me blast their music on purpose at night with the kids stomping hard the light cover fell and almost hit me in head.
