$130k payor owes

Payor is "self employed" and currently working, owes over $130k for 3 children. Order is in place to pay $1600 per mo, finds "loopholes" not to pay since they are "self employed", all they need to do to be compliant to the court is submit 20 work searches and wha-la, doesn't have to pay. Recently divorced another family with 2 children and is suspected of paying them under the table so child support does not find out.
