Judges Panel or Judges' Panel

Hi, I'm really struggling with this. How would I describe a "panel of judges", for a contest. Is Judges possessive in this case? I believe so, but I'm honestly not positive.
Whenever I run into these situations, I try to equate it to another word. So a comparison here would be a panel of people, or a "people's panel", I think. Or is it "people panel"?

Not an expert, but if you want to say it's a panel composed of judges, it would be "judges panel".

If you want to say it's a panel which other judges have to recognize is the judge of them in regards to something, it's "judges' panel".

If it's some sort of situation where this panel represents the profession of judges in some way, as opposed to "doctors' panel" or "plumbers' panel", it's "judges' panel".

The second is interesting: a panel on or concerning judges.
