I moved into a new apartment recently and when going into the garage saw this gray substance on the ceiling and posts and assumed it was just textured. Recently I noticed it was on the pipes and now I'm wondering if all of the gray stuff is mold. Any help would be appreciated, I'd like to contact the building right away if it is indeed mold.
No. It looks like either a spray on crack filler, or perhaps some kind of insulation. Try getting a screwdriver or something and see if it is hard like concrete or spongy and easily removed like a mold would be.
