distribution

We have n cubes and we want to distribute it on m containers. We want each container is balanced on their three dimensions to place more cubes in future. For more accuracy of accommodating, I want all containers are balanced.

Details: each container should be intra-balance in three dimensions. And all containers are inter-balance comparing with each other
