Do masthead repairs require the whole system to be updated?

The service drop anchor has pulled out of the fascia and it does not have a masthead. The service entrance lines connect on one side and goes through the attic and out the other side to the meter. I was informed that if the power had to be shut off to make these repairs that it would require the whole home to be updated to meet current code which would be expensive. Does this seem correct to you?

Jrp tho been in this very biz some 80 yer=ars still need defs,
