Not sure that's how you should cite a website as a source in a footnote or endnote or bibliography.
The date you're supposed to use is the date that the quote you are borrowing from is made. Websites are basically virtual periodicals in that sense.
The "publication date" isn't the same as the date of the founding of said website (unless by coincidence, you found the information you are using has been posted on that exact same date).
Wikihow gives two styles for the practice: MLA and Chicago Manual.
