Which of the following two sentences is correct:
1. "Refer to photo numbers 1,2, and 3."
2. "Refer to photos number 1, 2, and 3."
Is there a rule for the correct answer? Thanks.

I've seen it done both ways but of course there's always context. In (1) you might be referring only to the numbers and not to the photos themselves
(2) is the correct answer. There are multiple photos (plural).
