Blistered finish on antique table

My husband inherited an old oak table with hand carved claws for feet, Solid oak. At some point someone decided to refinish it and it is covered in what looks to be a beaded up varnish. It is very bumpy and looks and feels terrible. I would like to remove the finish but I'm not sure what it is. I also do not want to mess up the carved feet by sanding them at all. I believe this attempted refinishing was done in the 60's. His parents had paid someone to do it and this is the result. Appreciate any feedback.

If this is an antique, dont do a thing. That finish is just the natural aged finish. Can you post a picture?

I don't think it's natural aging, I took a few pictures but I'm unsure how to post them?

Oh Thats bad!!

Moisture, bad varnish, heat? Something went really wrong.

Can you take it to a pro wood refinisher?

I think I can tackle it, I just wonder what happened here. My guess is that is had some type of oil rubbed into it and that caused whatever finish they put on to bead up this way. Stripping it is my only option I think.
