"Expect" in Imperative?

Hello!
I saw this sentence in magazine: But even if the laws remain unchanged, as long as off-label uses are permitted by law, expect doctors to keep pushing the boundaries of Botox's application -- sometimes in the name of medical progress and sometimes with remarkable results.

I find it somewhat weird. Is this an imperative sentence? Can you use every verb at the beginning of an imperative?
Thank you!!!

Yes

All verbs that it would be sensible to use in suggestions and recommendations, as well as instructions or orders.
