"If one is to have to understand"- I don't really understand if this phrase is grammatically correct? And, if it is where I can find an explanation online, that will explain how it works. Thanks.

Tet, could it mean, eg, "If one is required to understand....." all the issues then he would be buried in his newspaper the entire day
