Hello

Could someone please help me to choose the correct word. I'm not sure whether to use what/which or either word in this sentence.
The first suggestion that could be done and what/which people require the most is reliability in frequency.

What is used when the number of possible choices is not mentioned or specified, and which is used for limited choices that are stated.

We asked people what was most important for them.

We asked people which was most important for them: reliability, cost or style.

The context is recommendations for public transport and this was one of the suggestions after having taken a survey.
so is the answer which people require the most

The answer is what because in your sentence you don't state all of the suggestions and say which one the people surveyed mostly preferred. You just say what was most preferred.
