Let me ask you a question. If I want to explain the meaning of the word 'stretcher' by using definition, would it be better to say:
1. A stretcher is a type of bed which carries ill or injured people.
2. A stretcher is a type of bed which is used to carry ill or injured people.

Or either option is correct?

Either option is fine because both will communicate what you intend to say.

But #2 is better. The grammar of the first one suggests that the bed is doing the carrying. The grammar of the second more accurately says that the stretcher is used (by people) to carry the injured person.
