In anticipation of this vote, the Congress selected a committee to draft a declaration of independence. The committee, composed of John Adams, Benjamin Franklin, Thomas Jefferson, Robert R. Livingston, and Roger Sherman, in turn instructed Thomas Jefferson to write the declaration.
