Of course I know her birthday and every year I start to worry about him attempting to contact her or see her. I checked his "other" phone which he uses for business only. I saw a local number that he just happened to call on her birthday. I looked it up and confirmed that he had called her. Does this mean he's still cheating? Wishes he was? Wants to cheat again? or never stopped?????

Talk to him.
Tell him that you saw that he contacted his ex on her birthday and ask him what their current relationship is.
We don't know and it doesn't help anyone for the two of you to ignore this. He contacted her. You checked his phone. Both of those things are a problem.
Talk.
Get counselling.
The 'zero sum' definition of love just makes me shake my head.
Now I'm worried. I sent ex wife a birthday card. Whatever was I thinking?
