CHANGE CAUSE AND EFFECT

Heraclittus says change is the only thing constant in life.Thus change is inalienable to life.Does it imply that cause effect chain which we are assuming
are only illusions designed by mind to capture phenomenon?in otherwords basic rule is change is only thing constant and not every effect has a cause.
